This gets argued as though it were a choice. It isn't. The two channels do different jobs, and a business that runs only one is leaving the other job undone.

How they work together
Social media generates attention. The website converts that attention into a measurable enquiry, and it captures the separate audience that arrives through search.
In practice the sequence is: a video earns reach, a viewer checks the profile, the profile links to the website, the website answers the detailed questions and provides the contact route. Remove any step and the chain breaks.
A realistic split for a small business
Build the website once and build it properly. Then put the ongoing effort into consistent content, because that is what requires sustained work.
The website should be reviewed quarterly; social should be published weekly. Different rhythms, same system.
Social media without a website is attention with nowhere to go. A website without social media is a well-built asset nobody discovers.
Run both, connect them properly, and each one makes the other more valuable.
